Introduction
The purpose of this COVID-19 Safety Plan (Plan) is to provide an overarching plan for the implementation and management of procedures by Vic Beach and its community members and participants in the staged resumption of community sport and club activities.
The arrangements set out in this Plan are intended to prevent the transmission of COVID-19 among members, participants, coaches, officials, administrators/volunteers, visitors, families and the broader community. The Plan provides the framework to govern the general operation of Vic Beach, the playing/training behaviour of all members and participants and the monitoring and reporting of the health of attendees at South Melbourne Beach Volleyball courts, Altona Beach Volleyball courts, Mordialloc Beach Volleyball courts, St Kilda West Beach Volleyball courts and Republica Social 4’s on St Kilda main beach.
This Plan includes, but is not limited to, the conduct of training and competition activities.
At all times the Plan is subject to all regulations, guidelines and directions of government and public health authorities.
This Plan and the Vic Beach Return to Sport will be keep up to date with all new and existing DHHS requirements.
Key Principles
The Plan accepts as key principles that:
- The health and safety of members, participants, coaches, officials, administrators/volunteers, visitors, families and the broader community is the number one priority;
- Members, participants, coaches, officials, administrators/volunteers, families and the broader community need to be engaged and briefed on Vic Beach’s return to sport plans;
- Training cannot resume until the arrangements for sport operations are finalised and approved; and
- At every stage of the return to sport process Vic Beach must consider and apply all applicable State and Territory Government and local restrictions and regulations. Vic Beach needs to be prepared for any localised outbreak at our locations, within our competitions or in the local community.
Responsibilities under this Plan
Vic Beach retains the overall responsibility for the effective management and implementation of the return to sport activities and operations outlined in this Plan.
The Vic Beach is responsible for:
- Approving the Plan and overseeing the implementation of the arrangements in the Plan; and
- Revising the Plan as required, ensuring it reflects up to date information from government and public health officials.
- Ensuring that this document and the Vic Beach Return to Sport adhere with all new and existing DHHS requirements.
The Vic Beach has appointed the following person as our COVID-19 Safety Coordinator to execute the delivery of the Plan and to act as a point of contact for information relating to this Plan:
Vic Beach expects all members, participants, coaches, officials, administrative staff and volunteers to:
- Comply with the health directions of government and public health authorities as issued from time to time;
- Understand and act in accordance with this Plan as amended from time to time;
- Comply with any testing and precautionary measures implemented by Vic Beach;
- Act with honesty and integrity in regard to the state of their personal health and any potential symptoms; and
- Monitor their health and take a cautious approach to self-isolation and reporting of potential symptoms.
Return to Sport Arrangements
Currently, participants are training at Level 3 of the DHHS Roadmap. This Plan outlines specific sport requirements that Vic Beach will implement for Level 3 and Covid Normal of the DHHS Roadmap.
Vic Beach will transition to the training activity use as outlined in Level 2 of the DHHS Roadmap and the training/competition activities and facility use outlined in Level 3 of the DHHS Roadmap when permitted under local restrictions and regulations.

Vic Beach will also comply with the Australian government’s Roadmap to a COVIDSafe Australia, which places limits on the type of activity that can be conducted and the number of people who can gather at facilities.

Step 1:
No indoor activity. Outdoor sport (up to 10 people) consistent with AIS Framework.

Step 2:
Indoor/outdoor sport up to 20 people. Physical distancing (density 4m2).

Step 3:
Venues allowed to operate with up to 100 people with physical distancing. Community sport expansion to be considered consistent with AIS Framework.

Covid Normal:

Recovery
When public health officials determine that the outbreak has ended in the local community, Vic Beach will consult with relevant authorities to identify criteria for scaling back its COVID-19 prevention actions. Vic Beach will also consider which protocols can remain to optimise good public and participant health.
At this time the Vic Beach will consult with key stakeholders to review the delivery of its return to sport arrangements and use feedback to improve organisational plans and systems.

Plan Requirements – DHHS Roadmap Covid Summer Normal

Approvals
|
The club must obtain the following approvals to allow a return to training/competition at Roadmap Level Covid Normal:
- State/Territory Government approval of the resumption of community sport.
- Relaxation of public gathering restrictions to enable training to occur.
- Local government/venue owner approval to training at venue, if required.
- National/state sporting body/local association approval of return to training for community sport.
- Volleyball Victoria has received advice from Sport and Recreation Victoria reclassifying volleyball as a non-contact sport; in application, it assumes and requires that the sport can “reasonably be done while maintaining 1.5 metres from others”, participants must maintain physical distancing.
- MBVA committee has approved return to training for club.
- Insurance arrangements confirmed to cover training.

Saturday Training Processes
|
- Vic Beach to emphasise AIS Framework principle of “Get in, train, get out” – arrive ready to train.
- All participants to pre-register for each session to ensure coach to player to court ratio is maintained.
- Coaches to ask participants if they have read this document before the start of the session.
- Coaches to ask participants if they have been sick, or travelled or been in contact with a sick person in the past 14 days before the start of the session.
- Practice social distancing. 1 person for each 4m², and keeping 1.5m from all other players and coaches where practicable.
- Practice proper hygiene before during and after each session.
- Players to wear masks when not training. Training sessions for a maximum of 120 minutes.
- Sessions capped to maximum of 8 people per court with maximum of 6 people allowed on the court at one time.
- No contact between players. No high fives / Handshakes / hugs / Fist bumps.
- No contact of the net, post and antennas during session.
- Players to hand sanitise before and after each session.
- Payers to sanitize net and balls before and after each coaching session and social play session.
- No sharing of personal equipment.
- Personal hygiene encouraged (e.g. wash hands prior to training, no spitting or coughing).
- Players should travel alone unless they are in a car with someone from their household.
- Coaches to keep detailed and accurate training attendance register and email to Allister Lyne after each session.
- Training sessions will adhere to all changes to DHHS Covid Safe regulations and changes to regulations.

Social 4’s
|
- All participants to pre-register for each session to ensure player to court ratio is maintained.
- Organizer to ask participants if they have been sick, or travelled or been in contact with a sick person in the past 14 days before the start of the session.
- All participants will be tested with a forehead thermometer before being allowed to step onto the court.
- Courts will be spaced out more than usual to ensure that proper social distancing protocols are adhered to. Usually we have 2-3m between courts. We will increase this to a minimum of 5m between courts. Please see Appendix 1 for map.
- Practice social distancing. 1 person for each 4m², and keeping 1.5m from all other players and coaches where practicable.
- Maximum of 8 people per court per game (4 per team)
- Teams on break will be required to wait either away from the courts on the grass area or on the sand area. They are not to wait sitting on the wall next to the courts.
- Practice proper hygiene before during and after each session.
- Balls, nets and players hands to be sanitized before each new game.
- No contact between players. No high fives / Handshakes / hugs / Fist bumps.
- No sharing of personal equipment.
- Personal hygiene encouraged (e.g. wash hands prior to playing, no spitting or coughing).
- Republica Social 4's sessions will adhere to all changes to DHHS Covid Safe regulations and changes to regulations.

Tournaments

- Tournaments will be allowed at Covid Summer Normal.
- All participants to pre-register for each event to ensure player to court ratio is maintained.
- Organizer to ask participants if they have been sick, or travelled or been in contact with a sick person in the past 14 days before the start of the session.
- Practice social distancing. 1 person for each 4m², and keeping 1.5m from all other players and coaches where practicable.
- Maximum of 8 people per court per game (3 per team)
- Teams on break will be required to wait either away from the courts on the grass area or on the sand area. They are not to wait sitting on the wall next to the courts.
- Practice proper hygiene before during and after each match.
- All participants will be tested with a forehead thermometer before being allowed to step onto the court.
- Balls, nets and players hands to be sanitized before each new game.
- No contact between players. No high fives / Handshakes / hugs / Fist bumps.
- No sharing of personal equipment.
- Personal hygiene encouraged (e.g. wash hands prior to playing, no spitting or coughing).
- Payment is to be provided online to reduce congestion and aid with correct social distancing in the morning sign in queues.
- Tech meeting is to be held on the sand to ensure correct social distancing.
- Regular reminders of correct social distancing procedures will be announce over the loud speakers regularly.
- All players must have a mask on site and be ready to wear it if social distancing cannot be maintained.
- Spectators are allowed, but must adhere to Covid safe practices.
- Friendly reminder of crowd/ spectator management and to physical distance via announcements.
- Vic Beach to emphasise AIS Framework principle of “Get in, play, get out”. We will encourage all players to leave after their tournament is over. Staff will be also encouraged to leave once the event is complete and packed up.
- Tournaments will adhere to all changes to DHHS Covid Safe regulations and changes to regulations.

Contact Tracing Protocols
|
- A complete list of participants and staff will be kept on file after each event. (including full name, phone and email address)
- A sign in sheet will be kept for spectators with frequent announcements over the PA system for spectators to come up and sign in.
- All participants must provide or have previously been sights to have an Approved Double Covid 19 Vaccination Certificate to be able to train or play.

Personal health
|
- Graded return to sport to avoid injury..
- Vic Beach expects all coaches and players to act with honesty and integrity in regard to the state of their personal health and any potential symptoms. If you are sick, or show symptoms, or have travelled in the past 14 days, or have been in contact with a sick person, please stay home.
- Washing of hands prior to, during and after training and use of hand sanitiser where available.
- Avoid physical greetings (i.e. hand shaking, high fives etc.).
- Avoid coughing, clearing nose, spitting etc.
- Cough into your elbow or a towel.

Hygiene

- Do not share equipment such as drink bottles, whistles or sweat towels
- Personal hygiene encouraged (e.g. wash hands prior to training, no spitting or coughing).
- Balls, net, post and antennas to be sanitised by coaches pre and post-training.

Communications
|
- Vic Beach to post on www.vicbeach.com.au and the Vic Beach Facebook group about our return to training protocols including hygiene protocols and reinforcement of hand washing and general hygiene etiquette.
- All players and coaches are strongly encouraged to get and use the government COVIDSafe app.
- All players are expected to have read and understood this document.
- Contact Allister Lyne immediately if you become sick within 14 days of training with Vic Beach.
